It is a bit disconcerting that there is a lot of waste plastic etc washing up ashore, indicates significant wear and tear on their structures they probably hadn't anticipated. I doubt they had been planning for various components to just drift off especially given how new these pens are.
Not sure what the expected lifespan of the pens would be but you would think they would have expected to get 10+ years out of them and maintenance issues usually increase exponentially with age. Speculation only but uptick seems early
