Lockdown after 2 weeks, so that wasnt exactly a hard fast lockdown was it, yet they seemed to get control of it.
Maybe the blowout in cases has more to do with the communities infected (ie ethnics, new immigrants).
Melbourne seemed to get out of control once the tower residents were infected and the same seems to be ocurring with Sydney when the ethnic communities were infected.
