2. A NATIONAL emergency force -ready to deploy for ANY state or national emergency (and yes, it can be done urgently- we put together an entire army in 6 weeks)
3. have a bloody plan - a detailed plan- there’s no need for emergency cabinet meetings to decide to vaccinate health workers - this could have been decided 50 years ago
