Dan actually wants to keep his state in lockdown. He doesn't want businesses to operate. He doesn't want Melbourne to go back to being the sporting capita of the nation. He doesn't want Melbourne to the cultural centre of Australia.
He wants the state to go broke. He wants to be holding press conferences every day arguing with journalists. That's what he wants as his legacy. Instead of having a booming country leading state, he would rather be in charge of a disaster zone with no activity.
It's all part of a secret Chinese plan to dominate the world. I'm sure the next Bond film will use the story for a script.
