I remember reading a while ago that it should be built one day but the economics don't stack up at the moment.
$3 billion is a lot of money to pay out to replace the existing bus and taxi service that the Government don't have to pay anything for.
IIRC the economics of the project would be different in a decade if Melbourne and associated airport traffic grows as forecast.
