Nobody is blameless. Those cheating like those two young girls travelling interstate from Melbourne then Sydney then Brisbane and filling out false declarations were nobody's fault but their own. The story going around is that they were working as prostitutes in Melbourne and Sydney and if that is correct we are yet to see the fall out from that as their "contacts" are hardly likely to come forward or self isolate.
BUT, Andrews muffed it big time and being the man in charge must hold himself responsible for a situation in Victoria that is much worse than it should have been.
