    Someone somewhere, or perhaps multiple ministers/secretaries, in the vic gov resisted the use of police in the hotel quarantine despite internal warnings and other states using police in the operation. We don't know why, but I suspect it came down to the mentality that this was a health crisis and they were not criminals in quarantine. There were also reports that about 30% of people were not tested in quarantine at one point, this also ties in with this softer mentality that this is a health issue and not operation to deprive people of freedoms and force swabs down their noses. This mentality has now cost the Victorian people most collective freedom in it's history and the social injustice of death and economic destruction will be felt for many years. Clearly the government did not appreciate the seriouness of the disease in practice, despite Dan's blustering daily press conferences to demonstrate control and action.
