I wasn't aware that the Victorian state government was compelled to use private security contractors in this situation.

One would have thought that, for an existential crisis such as this, true leadership would have actively and relentlessly pursued nothing other than gold standard resources and procedures.

For example, the use of impeccably-credentialed, fully-resourced organisations where there are demonstrated operational capability, reporting lines, understanding of risk management and accountability.

Such as, perhaps, I donno... uh... the Australian Defence Force?
Maybe they should have been given some consideration for this supremely critical task?

It is, after all security to do with the deadly Covid pandemic; not security services to stop teenagers skateboarding in shopping centres.
