unless things have changed since I worked in the system - several roles can access files

to me - if there were someone in hospital or in the medical file system and the information was - lets say - would be of interest to many

I would think it probably wise to remind staff of their obligations


there's plenty of doctors and nurses who are dimwits - and admin/IT support staff as well

health services are made up of normal people --


in general - normal people aren't all that smart or responsible
