Yes I'd seen that regarding the Indian Moroccan negotiations. I think the world bank is reporting this number (conservatively) as a contract when there hasn't been one. The fact that the Moroccans wouldn't come down to that price is the most important point from those negotiations.
I don't think the world bank has any particular insight into the RP market, they're just collecting commodity prices from various sources and collating them into this big report.
