I don't know what is CFD. We do not have them in the USA exchanges as far as I know. If you mean PUT options, then whoever works with options does not have to short in the first place. They just buy Put options and sells them when they rise (it happens when the share falls). BTW, that's what I do. Its much more cost efficient than shorting.
