I've flicked through announcements for the past 6 months, and all reference the expansion to other solid tumours such as breast and lung. So that part is definitely not a surprise.
Some announcements state phase II, some more specifically phase 1b/2a with dose escalation etc.
Maybe the FDA has advised a 1b only based on the proposed study design? Often part 1 of a study contibutes data for phase 1b and then an expansion arm of the study moves to phase 2b.
