Of course they have a contract with Lurgi. With construction contracts, the responsiblity for delays and underperformance of the plant varies, sometimes the customer ends up paying for it, sometimes the equipment supplier has to fix it. Usually the delay ends up costing both of them something.
The reason it is not running much, as I understand it, is that the palm oil is so expensive right now, that it is not profitable to make deisel fuel out of it.
As for the glycerine, supposedly they can sell all they can make. I don't think it is their plan to make huge amounts of glycerine and then find somewhere to stockpile it, they want to sell it. I don't think the company has any particular obligation to announce contracts to sell the stuff they are making.
