It is possible they missed out on NT work, but it is much more likely to be a delay in the client awarding the contract surely. That's how things often happen in this industry.
If you keep bugging management, then they are going to be even more careful with future announcements. (Meaning they didn't have to announce that they were expecting a job at all. Better to hear what potential irons they have in the fire and to allow room for delay (and even error) than to hear nothing about what they are doing at all.) The legal requirements for reporting are minimal. They are giving us a lot more information than they have to.
