So what can be taken from that?
Seems like a good idea to avoid problems re identifying land owners etc in the future but it would seem to not have much to do with our current situation with the Kolosori application.

Seems like it is not even finalised yet as it is a draft only.
Looks like they are asking for EOI's from people re this draft by 21st of next month. After that who knows how long it would take to process a final bill and have it passed in the SI Parliament?
Could be another 6 months.
