    Not everyone would of applied for the full amount, so pro-rata would sound appropriate.

    However, it depends on the distribution of applications as well. If 5000 applied for 4,000 each, and 10 people applied for 15,000 then the 10 people would likely be more heavily scaled back.

    Is the recent spike in sp a manipulation or just good fortune???
