My read
The deal is imminenet and will provide a large portion of the captial they need to execute ALL of their plans re GLNG, because they sure as hell don't have the $$$$ in the bank at the moment.

Don't talk to loudly though. We don't want others to notice where we're up to. Did we mention FID now this year (vs mid year)? Shhhhh.....
