Nope to me it is about marrying time and price and logical places for rebounds/retraces etc .
Here is another method and I note it failed on the dow but note my link to spx and comments .

It sounds like you're referring to a Gann methodology, where time & price are interchangeable. So one unit of time is equal to 1 unit of price. Which can be drawn as a 45 degree angle on a properly scaled chart.
