Yeah, if it was all sorted out then they would have had the signatures done, one way or another, also.
OR... their announcement today will say it is all 'done' and will be officially signed off when the people required can get the paperwork in. But at least to say it is a done deal for sure.

That mentioned paragraph does not say that sort of thing - not clearly, like it easily could have if it was the case.
It sounds more like a weak diversionary excuse. Intentionally grey, so no one can be held to anything definite.
So as of that release time, I would expect nothing has been truly fuly completed really.
