The way I read it they get $4.5 mill cash upfront (approx. the MC of the company) and a couple of their bills to the Indo Gov paid. The rest of the "up to $55.5 million" in royalties etc.. they'll probably never see most of, but on the basis of the first point still seems to be a good deal.
Tread with caution though based on the lightning pump and dump that happened last time a similar announcement came out.
