Capex is low because they haven't included a mining fleet and have proposed to truck the material through a town. Will never happen.

They made no expenditure for trucking, mining, logistics.. There are too many assumptions here. Sure a mining fleet can be contracted from leightons/thiess/downer etc.. but no government is going to let heavy vehicles go through a small town, so are they proposing V-doubles? so you're doubling your fleet right there, not to mention you're doubling your loading and logistics costs.
Wait for PFS/DFS because their scoping assumes a lot of things which the queensland government won't allow.
