    Looks like they are using the new 7.1A ASX listing rule where you can raise the max. 15% + an extra 10% of issued capital = 25% if the market cap is less than $300mil provided they are not part of the ASX 300 ...

    So 20 mil. @ 23 cents to SI = 23.4%
