CNO has that chance strauss.. except it doesn't completely fill 2/3.
It is not ignored by investors (if HC is a measure, volume has been incredible low last month though)
It had a run but dropped back almost the full way to lows again. Hasn't raised capital _THAT_ recently but it found liquidity on the last run.
