no idea but just because a broker is buying small parcels doesn't mean it is good news for the stock.
Never good to 'assume' motives, small parcels could be used to buoy the price at a certain level while they sell out everytime a retail seller puts some buys on market at that level (seeing relentless buying).
at the same time, relentless selling could be used to play on the emotions of retail traders and make them sell at brokerage/loss into the same insto's buy.
Trying to trade on other peoples motives is pretty hard.
