PLA - The announcement is not having much effect due to the pessimistic market conditions , but it doesn't change the fact that this is just what pla needs at this time .
Once folks get over their market fears they will warm to this annoucement, fear is ruling at the moment and only the astute are buying the dips
Oil price going down is a gret tonic for the US market as the recent elevated prices were a worry, once this is absorbed expect a rebound IMHO
