I'd be guessing. I think most brokers have some alternative communications options open to them.
There are quite a few wide B/A spreads in the specs, so I get the feeling that some are very hesitant to meet the bid to get out, it's either foolish behaviour or a vote of confidence in the markets and/or QEIII.
