Because its basically a "Yep, everything is ok, and now we 100% approve to go ahead."
Its like buying a house but with conditions of pest inspection and builders report. If you find something dodgy you don't have to go ahead.
Even though they have pretty much said that its all good apparently the general public to like it all in writing that its all good and they are officially going ahead.
Plus it generally has more info in it that maybe has not been released yet that can be a price mover too.....
