Brokers will always buy the cheapest share on offer. Just place the order at 0.005 - you're not issuing an instruction to your broker to pay exactly 0.005, you're issuing an instruction to pay a MAXIMUM of 0.005
Can confirm that placing an order at 0.005 will get you the share at 0.0045 if offered by a seller and if placed on Commsec, ANZ SI or NabTrade. I use those three. I've done this many times. Can't vouch for other platforms.
