ddw construction

The way I read the permit the company is able to start construtction of the wells immediately. I can't recall any specific indiction from the company but does anyone know if the intention is to get this drilled straight away (well obviously after the BFS and decision to mine) or to wait until the other 2 permits are closer to being granted.

I do recall a train of thought that in order to do the testing for the DDW permit holes had to be drilled and that these would be turned into the DDWs later. I believe the chief holder of this notion is probably unable to reply (may his return be swift) but I can't recall anything official being said on the topic.
