fwiw, i think it was domonick from that u.s. trading forum (don't remember what it's called at the moment) was also recently suggesting that we're at peak 14 with all time highs still ahead of us.

in last week's report, merriman also suggest that the next crucial market test would come in november. that is post november, the markets will again be affected by the fears/panic that has gripped the market for the last few months. interesting huh.

if march is the low, then november could quite conceivably fit with your peak 23.
