No, but it is their obligation to comment when they believe the competition rules need re-writing......clearly that is their view and they would be negligent if they did not say so ......and why of course.
Costello has a great penchant for pontificating and lecturing to others who are doing their jobs by telling it as it is, but apparently not doing them to his liking....even to the extent of being somewhat lax himself with the truth.
