I think it is marking time until we see money actually coming from Gov't rather than just talking about infrastructure spending. Meanwhile it is a good buy in a market that is low on decent yielding shares.
It does has some adverse factors - management giving themselves special dividends to suit their situation, expensive offices and the mining downturn to name a few.
