Maybe the new valuation is to put pressure on to finalise the deal.
Or maybe it's to help NMDC save face back home. If they are going to pay $100m, then maybe the valuation lets NMDC to say, "Look we got it cheap!" so they don't look like they were done over. Of course, this would require the valuation to come in at well over $200m.
