I think there are interested parties but due to tight contractual obligations, they may have gone to the government to vary it.
Past experience showed an extension alone to take a long time (although the minister was on maternity leave). No guarantees of approval if this is the situation but not unusual getting an approval if a good proposal is brought forward.
