Then MG says

That was an ambiguous statement. It could mean:

Progress was made in:

1. consolidating the goals.
2. securing partnering activities to begin achieving the goals.
3. achieving the goals.



What it states is that considerable progress has been made in securing partnering activities to deliver short, medium and long term commercial return. This is one of the business goals. The statement is quite clearly a reference to this single goal.

MGs confusion in thinking its an ambiguous statement is borne by his mistaken belief that the statement is relating to more than one goal.
