Because the last buyer wiped orders from 0.95 up to 0.98, so there was only 0.94 (buy) and 0.98 (sell) left, then over time, buyers and sellers filled the gaps with more orders at 0.95 (buy) and 0.96 (sell), yet, no more trades has gone through, so SP still stands at 0.98 (as the last transaction).
