    I doubt there is a magic bullet to solve the issue or Howard would have done it

    There will be people with genuine disabilities that can not work at all

    There will be people in their 50's that employers do not want that may be able to work but no one will give them jobs

    And there will be bludgers, but not many I suspect

    How do you tell the difference? I was out of work for a while from the gfc ( but not on the dole so no bludger accusations please). I developed chronic back problems requiring opiates for pain relief. No way I could gave worked for the months that it was really bad. But doctors can not objectively measure pain - you just tell them how much it hurts. How do you work out those in real pain and those in fake pain?
