Nothing you have said makes any sense.
You are claiming that only 2 of the wind turbines were operating because of excessive wind[only a couple of the huge wind turbines were operating] and that they were shut down most of the time[I asked if that was common , she said more often than not].
Yet you say it was a pleasant day with low wind speed at ground level.
Instead of getting your panties in a twist and being abusive try to see it from my perspective. There could have been a communication problem between the guide and yourself? She might not have been properly trained to understand and explain those factors[new to the job]? There could have been other reasons the turbines were shut down? Etc.
