Definitely a massive setback but it's definitely not all over. Lets hope they can get another spawning in March, if they have learned anything from the untimely death of these fingerlings then perhaps they can apply it to the new lot in the hope of a better result.
You've probably already read most of the news stories but this one gives a balanced view I think. If they have better results with the next lot then the SP will definitely recover and that's the only reason I'm holding.
Maybe tuna just isn't ammenable to in-captive breeding and rearing but I'm sure it wont stop Mr Stehr from fighting right to the end.
