why does the government have to introduce a death tax?

in today's world the kids will put up the for sale sign before the parent is buried
they then run out and spend it on holidays, cars who knows what
and all the time the government is collecting GST, sale taxes,
the money spent goes to people who then pay an income tax on the money.
