It doesnt quite work that way. Saying they will need 400 people but some might be there for a week, some a couple of months, some nine months, but not the whole 400. An example is a splice crew of 5 for the belts might be on site for 2 weeks max. Anyway how do you accommodate 400 singles in a town of under 3000 thats not exactly a tourist spot.
