The debt sits in entities in which CER is invested.
Eg. A balance sheet item called equity accounted investments could have a balance of $400M. This could be CER's 40% share of an investment in an entity which has $4B in assets and $3B in debt.
The total debt figures include these amounts which aren't seperatly listed on the Balance Sheet.
