I think it will be difficult for mum and dads to fork out an addition 4x their existing holdings. Someone with $2k is unlikely to "find" an additional $8k to FULLY participate. But im sure many will partially contribute.

In the end EPN and other majors will own 80% of the company. The little holders will slowly be weeded out. Thats what I think they want. Do they have the support of other majors? who knows, but Macquarie are selling to them and im sure a few majors will be 'convinced' to underwrite.
