    In addition to the illegal gambling in Japan and Hong Kong, I was reading up on the size of illegal horse racing in the USA and the legal market handle on horse racing in the United States in 2018 was $11.26 billion while experts predict the illegal sports betting market could be anywhere from $80 billion to $150 billion annually.

    As I have no experience in illegal wagering,     do illegal bookies offer fixed odds?
    If so I would presume that once fixed odds is allowed in USA, some of these illegal bets may shift to legal operators.
