climate change act has changed the above by 1.2 billion dollar carrot and the need to secure ALCOA long term contract.
Instead of the 3 way deal being clinched with Hazelwood it can now be done with FED GOV / ALCOA /LYP,/ECT without political backlash as its all under the clean energy authority.
