I think you're talking about finding a half oz underground deposit or a 5 gram pit. I agree, that's what this management team needs to be mining. They may be able to turn a small profit on that.
I like the term 'permitting delays', this generally happens when the approval process is not followed or a scheduler hasn't taken into account the time required to gain approvals.
Sounds like another excuse for poor management.
