Stagnation will lead to falls.
If prices are going to "stagnate" for 10 years where is the incentive for investors?
Yields are too low and capital gains are the main game here. No capital gain = no incentive, and investors would move their money into something else. Therefore increased selling pressure leading to falling prices. Rents don't seem to going up quickly enough to increase yields enough to prevent this.
