All that checking of lists showing where and if a listee votes somewhere sounds easy but unless you get a checker from every single electoral' booth in the same room on election night and a chairman calling ou t the names in order to check each name and if they've voted and how many times they did, they won't be caught, and even if they are somehow fantastically caught that same day,the votes are in a secret ballot, so which vote was whose. Certainly you are wrong, it woud be impossible to stop multiple votes being counted in a secret ballot.
