it may not be under the table money, the mayor may just want a better deal for his local community.
but that's not a concern in my opinion, there's too much to lose for the region if the permits weren't approved and possibly the best angle would be for the local community to push for permits because it means jobs.

So that may be the angle gmc and pak should look at, make the mayor sign from the public voices, not from a business voice.

Anyways it's all good, this will be a great longer term prospect for everyone.
