    If they are the only options, then it will obviously be academics writing about the inequality that exists between the top 1%ers and so called 'trailer trash'. "...growing disparities...that confront our most vulnerable communities."

    The first problem is that the government agencies/employees that are tasked with creating and administering social welfare programs often end pocketing more tax money than ever reaches the down and outers.

    The second problem is that within the population of down and outers, there are a few that could make a real difference in the world. Therefore, if we don't throw them a few meager crumbs they will never have the chance to do so.

    The third problem is that the people with the most money to give are often the least willing to give. Furthermore, they have the most resources to avoid paying taxes. So called 'charity' organizations are one such example.

    Also, the government should be leveling the playing field and increasing competition. However, because they aim to increase tax revenues via 'economic growth', the down and outers are always left behind.

    It would seem that I am siding with the 'trailer trash'. However, I know they they don't have a spokes person and are always used as scapegoats, so end up talking from their side rather than giving them a hard go.
